The number is 29. It measures how confident America’s homebuilders feel about the market, and it fell three points in October to 29, the lowest reading since June 2012, according to the National Association of Home Builders, a trade group whose members have historically been the single most self-assured profession in the Western world, on the grounds that they build things that stand up.

A builder who is not confident is a strange creature, and the industry has responded to its historic low with the most American of remedies: the giveaway. The index sits at 29 out of 100, where 50 means the market is fine. The response to that, from the builders themselves, has been a rebate.

1. The discount era begins. Some 43 percent of builders have cut prices, citing mortgage rates, construction costs and a simple lack of people walking the lots. For the first time in American history, the American Dream comes with a mail-in rebate form. The home, that most permanent of American objects, the thing your grandparents bought to die in, has discovered the clearance rack. A house in 2026 is a flat-screen television with a deed: the price goes down, and you get a soundbar.

2. The incentives read like a car dealership. The going package includes a rate buydown, design credits, closing-cost assistance and free upgrades. The builder who once sold you the house exactly as built now sells you the house plus granite, plus the fence, plus “Quick Move-In” urgency, because the finished house is costing him interest, the way a car on a lot costs the dealer interest. The housing market has become, in the span of a quarter, the one market where the seller chases the buyer with a fountain pen.

3. The index has now fallen twice in a row. It slid from 32 in September and came in below the forecast of 32, which means the economists were one notch more optimistic than reality, the position of every economist in every era.

The builders are taking it well, because builders are Americans, and Americans read a discount as a declaration of strength. A builder with a 29 rating is a builder who has discovered the sale, who has put a boat in the driveway, who is telling the young couple from the county extension office that the granite is on the house and the fence is on the house and, if they sign before the first frost, the mortgage rate will be bought down like a holiday ham. The free market has done what the free market does best: it has made the most important purchase of a family’s life feel like a Labor Day weekend at a mattress store, with a manager on the floor and a reason to hurry.

BUILDER INCENTIVES, AT A GLANCE

  • Mortgage-rate buydowns, so the monthly payment looks like 2020 and signs like 2026
  • Design credits worth the price of a used car, redeemable in countertops
  • Closing costs covered, which is the seller paying the buyer's closing costs, a sentence that would have ended a Senate hearing a decade ago
  • Free upgrades, the housing market's new and most honest product

The index is 29. The boats are 0.
